The problem is entirely at my end, and you can close this bug report.

There's a lot of output here, but I see an incorrect WINS response:
Got a positive name query response from 172.16.4.2 ( 10.253.53.10 )
I found a tool that allows me to issue WINS queries from a Windoze box:

It gives the same incorrect response, so the WINS server is busted.
I'll report this to the appropriate group here.
