So, in short, we keep the translator's history in the file header and "Last-Translator" gives the name of the person who did the last update. Still, this policy should be used intelligently: it would for instance make no sense to change Last-Translator because of spelling fixes or so, just like this case. Last-Translator *is* important because sometimes maintainers only use that field and omit using the Language-Team field. (please also note the copyright assignment)
