I guess LANG=de_DE and LANG=de_DE.UTF-8 should be the same for my
apps / wdm / fvwm / whatever. But I remember that I tried several
preferences, also LANG=de_DE.UTF-8 without success.

I don't have a ~/.tdlocale. But I'll check out yours...
