Ah, ok.  Your diagnosis is correct.  However...

We already fixed this problem using "--exec /usr/bin/perl" as the
argument to start-stop-daemon.  This was done a long time ago.  (*)  You
must be running an old version of /etc/init.d/spamassassin.
