Do I understand you correctly that you choose to not touch the Apache 
setup, because some templating environment local to you is difficult to 
customize, and this choice is your reason for wanting a symlink added?

Do your templating configuration ignore Apache config snippets added 
below /etc/apache/conf.d/ ?


I am still not convinced that your custom needs are sane to apply 
generally for Debian.

Please do try to convince me. Perhaps elaborating on the details of your 
templating system might help...
