What make you think the mirror is outdated ?

The ony possible reason is the own trace file of mirror.peer1.net seems
outdated / no longer generated nevertheless, see
http://mirror.peer1.net/debian/project/trace/mirror.peer1.net

Admins for peer1.net are in Cc, and advised to use the (strongly)
advised script at http://debian.org/mirror/ftpmirror#how
