I attach a tar.gz of Config::IniHash created with gzip 1.3.12 
downloaded a few minutes ago from 
http://gnuwin32.sourceforge.net/packages/gzip.htm

Let me know if it works please.

P.S.: If I go to gnu.org and follow the links to gzip I end up at 
http://ftp.gnu.org/gnu/gzip/ and it seems the version 1.2.4 from 1993 
is still there. So quite possibly I'm not the only user of Windows 
that has such an old gzip.
