I am not really sure what needs to be done to get this fixed. From my
point of view this needs to be fixed at the KDE level and not at the
application (kover).

I have no files in $HOME/.kde/share/apps/kover and it correctly uses the
UI description from /usr/share/apps/kover/koverui.rc like it is supposed
to do.

I think $HOME/.kde/share/apps/kover is there so the user can override
the system default, but how did the UI description end up there? Or was
there no koverui.rc file in the directory before it has been copied from
/usr/share/apps/kover/koverui.rc. If it was missing in the first place I
would say there is something wrong with debian's KDE setup or my
understanding where the UI description should be copied to.

But /usr/share/apps/kover/koverui.rc is supposed to be the right
location because I think that is the place where the new application
wizard initially put it.
