No, it doesn't. Unless it's copied.

And what should Debians KDE do? Automatically copy it? Overwriting
the local copy? (NB: I didn't try to run it under KDE at all). 

What if you run kover outside of KDE? (Supported, Debians default desktop is
*not* KDE)
