The  tiger  report says:

        --FAIL-- [netw020f] There is no /etc/ftpusers file. 

I can't find anything about such a file, either in the ftp man page
or the ftp README file.  Either tiger shouldn't complain about this,
or the ftp package should explain how to fix it....
