Menu Edit / Preferences / General. I have "Automatically download and open files" set. The download folder is set to "File System", which seems to be a weird unusual name for the root folder. 1) That's a very bad default, for the obvious reason that most users don't have write permissions there. I'd suggest $HOME, $HOME/Desktop, $HOME/downloads or something like that. 2) It cannot be changed.
