Thank you for your bug report #533027 on package tth's current
license.txt.
Email file debian/hutch in the tth source package covers Ian
Hutchinson's acceptance of the packages and debian/ihutch also covers
why the later packages are still non-free. I believe this
correspondence clarifies license.txt.
