Hello Ian,

In that case they should referenced in the debian/copyright file.
The current license.txt text is meaningless, because it does not
clearly grant the right to redistribute the software, so in some
way the file debian/hutch is a grant of permission, specific to
Debian, to redistribute "provide the entire distribution is included.",
which is fine as far as Debian non-free is concerned, but this 
certainly belong to debian/copyright.

I think upstream should be asked to clarify the following:
1) are verbatim copy allowed ?
2) are redistribution of verbatim copy allowed ?
3) are modification allowed ?
4) are redistribution of modified copy allowed ?
5) are redistribution of modified copy allowed subject to restriction ?

As you note, this will not make the software DFSG-free but at least the
licensing conditions will be clear.
