The behaviour of reprepro in CVS (and thus in the next released) is
changed as follows:

reprepro now warns if those directories do not start with './' '/' or
'+x/' (with x one of the letters later), and reprepro will treat
directories starting with +b/ +c/ +o/ as relative to basedir, confdir
or outdir.

I think that solves your problem, so I'm tagging this report pending.
