I suspect this problem is unrelated to the ordering problem, and should be moved to a separate bug report. There were some strange code in the netenv postinst to remove the rc?.d/ symlinks based on debconf content, and that would be my prime suspect for the problem you are experiencing. I did not look at it nor try to understand what it did. I hope the maintainer know more about it, and can comment on what is broken.
