Running monit as root (/usr/sbin/monit -c /etc/monit/monitrc -s
/var/lib/monit/monit.state) and the following lines in
/etc/monit/monitrc does not result in monit listening on port 2812 for
HTTP requests:

set httpd port 2812 and
     use address localhost

$ sudo netstat -ntpl |grep monit
shows no listening port.
