Not exactly:

-s country_code
             Assume the switch from Julian to Gregorian Calendar at the date 
associated with the country_code.  If not specified, ncal tries to guess the 
switch date from

when Great Britain and her colonies switched to the Gregorian Calendar.

but it definitely never was part of our upstream sources. Please keep in mind

AFAICT the original cal command didn't have a -m option either. OpenBSD has the
"-m" option and correctly lists it as an extension.

Yes, you can consider this a regression because the feature is missing.
However, there simply is no way to re-add "-m" is it was before, because
FreeBSD uses "-m" for a different option. The only possibility I see is adding 
a new
and differently named option for specifying the first day of the week. Is this
what you want? Or do you see any other possibility?
