The watch file looks for the source code version and discard your external .deb 
package because it's
not under a Debian repository (It's just an isolated .deb file somewhere). No 
Debian user will be
able to install|update|<or interact in any way> with that package, via
apt-get|aptiude|<any_other_package_management_tool> because it's not under a 
Debian repository.
