Followup-For: Bug #315961

I'd also like amavis to be restarted.

This was particularly important with the recent FH_DATE_PAST_20XX bug, which 
wasn't taken into account before amavis if manually restarted.

I'm following the NM process and hence I'm available to make a patch.
What do you think is a good way to implement this?
