v1.7.0-rc1 was released with a tarball. [1]

I think the Python can wait, since the package works fine without it.
So I think the package in a shape that people could use. Please let
me know if I should clean up the history, or if there is anything else
I can do to make the changes easier to use. All I did was set
NO_PYTHON=1 in OPTS and prefix=/usr in DOC_OPTS, so certainly the
number of commits could be lower, at least.
Looking forward to your thoughts,
Jonathan
