It looks like many packages are moving to quilt. It is a
release goal. According to
http://wiki.debian.org/Projects/DebSrc3.0#Doesa3.0.28quilt.29sourcepackageneedtobuild-dependonquilt.3F,
the only things to do are:
mkdir debian/source
echo '3.0 (quilt)' > debian/source/format
dch 'Switch to dpkg-source 3.0 (quilt) format'
