multistrap started out as part of the Emdebian toolset and, at that
time, extra was fine. I'm in the process of replacing the rest of
emdebian-rootfs with multistrap functionality and there is a new package
currently in experimental which will eventually replace
emdebian-rootfs in unstable.

The new multistrap is gaining more functionality to support native
uses (like building complete chroots in a single step rather than three
steps of debootstrap, hacking the apt sources and then apt-get install
inside) and I think that the new package in experimental can be
optional now.

It's a minor thing - there never was a 'Conflicts:' or 'Depends:' reason
for why multistrap was extra.
