A 1:2.6.24+dfsg-1 version was never accepted as it was superseded by a 
1:2.6.24+dfsg-2 version which in turn was superseded by 1:2.6.25+dfsg-1 version 
which was finally accepted - the fix was introduced in 1:2.6.24+dfsg-1 and is 
also present in 1:2.6.25+dfsg-1, the changelog you saw was only for 
1:2.6.25+dfsg-1 but not for the prior versions (my fault again, new to 
maitainership).

It is I guess as we don't modify this file anymore in postinst.

Actually both are included in the package.

 lists everything.
