As is also seen in

failure is an old known problem. It has been tried worked around like
here:

In your case this happens when the driver is preparing for firmware
loading and is sending a message to the card to go into firmware
loading mode. But just sending this message already fails. I guess you
get the same CTLX errors even without having any firmware to load?
Then sending the message to enter "enabled" mode will fail.
