libvirt-bin is missing a Depends: or Recommends:-line on libxml2-bin
Without libxml2-bin:

/usr/bin/virt-xml-validate: cannot determine schema type for
/var/lib/libvirt/images/fedora29.xml
With libxml2-bin:
# virt-xml-validate /var/lib/libvirt/images/dos2.xml
/var/lib/libvirt/images/dos2.xml validates
