/var/log/messages, /var/log/debug and /dev/xconsole are actions on
lines that use continuation.

Try running the daemon in debug mode and specify the original "broken"
conf file.

# syslogd -d -f /etc/syslog.conf.broken | grep syslog.err

Use ^C to exit.  You should errors like these.

logmsg: syslog.err<43>, flags 4, from pris, msg syslogd: unknown
priority name "oone"
logmsg: syslog.err<43>, flags 4, from pris, msg syslogd: unknown
priority name "noone"
logmsg: syslog.err<43>, flags 4, from pris, msg syslogd: unknown
priority name "=notce"

If yes, then this is a dup of #586156.  If not, I'd like to see the output.
