That sounds extremely unlikely. Do you, perhaps, have cron job
that runs ntpdate at 10 and 22?

In any case, please send the log entries. If you're not already logging cron
jobs, you may need to add a line like:

cron.*                          /var/log/cron.log


to you /etc/syslog.conf, and refresh sysklogd:

/etc/init.d/sysklogd reload
