Yes, this is normal. A lot of packages Build-Depends on libjpeg-dev. 
They must be built against libjpeg62 and not libjpeg8 for the time
being, so it is not possible for libjpeg8-dev to provide libjpeg-dev
for the time being.

Such upgrade should not happen before squeeze is released at the very least,
due to a binary compatibility conflicts between libjpeg62 and libjpeg8 which is
only solved in squeeze version of libjpeg62 (and not lenny, so upgrade would not
work).
