It is not correct to say that there are broken dependencies in Debian. Instead 
libjpeg62-dev and libjpeg8-dev conflicts because they both contain files with
the same name in /usr/include, so they cannot be installed at the same time.
Since libjpeg-dev is an alias for libjpeg62-dev, the same holds for libjpeg-dev 
and
libjpeg8-dev. There is no way around it.
