It's a bug with debootstrap.
I see that you are using sarge(stable).
There are two bugs:
1. debootstrap is returning success error code while it's failing.
-> this bug is already fixed in sid
2. debootstrap is unable changes to sid.
-> known limitation of debootstrap.
Your workaround is to install sarge and upgrade.
You may want to read the FAQ; the current recommendation is:
There are people who occasionally backport debootstrap to stable
versions; hunt for them.
