I would be happy to report these bugs, but I think that the package
maintainers just looked at `70-acl.rules' and figured that they need to
set ACL_MANAGE in order to update the ACLs. One can hardly blame them.

So if you think that using ACL_MANAGE is wrong that is your decision,
but please don't break other packages since
 * I don't see any real need for it
 * It's not the other packages fault (at least not completely)
 * There might be well more than the two packages I mentioned,
   it will take time to make them all use TAG+="udev-acl"
