I removed the check for ACL_MANAGE and changed the last rule as you
suggested - it works! Thanks a lot! ;-)

Please don't get me wrong: I fully respect your decision - it's your
package after all. But can you assure that _not_ having something like
ENV{ACL_MANAGE}=="1", TAG+="udev-acl"
won't break any packages? I would be glad to hear that!
And _if_ there should be some kind of breakage: Is there a problem in
keeping this little workaround until all affected packages have been
fixed?
