I think this and harden-doc are the last packages which ship non-ascii
document in non-UTF-8 format.

It is quite annoyng for most non-English people.  Although file change
is large, it is trivial conversion.  This was easy one for me
maint-guide and debian-reference.  I am debiandoc-sgml maintainer and
have updated debiandoc-sgml for UTF-8 during lenny cycle.  I think I can
handle this task.

May I initiate such commit to SVN to make this conversion? 
(I have write access.)

If it start building web site, we may get it to documentation update.
Use of UTF-8 was implicit release goal of lenny anyway.  It is about
time.
