I'm afraid not - /home/scott/.liquidwarrc doesn't exist, so it can't be corrupt.

Sorry to let you down, but I don't have liballegro4.1 installed (I
tried apt-get removing it, but it said the package was not installed.)
Just in case, I tried removing liballegro4a, and it said that
liquidwar would have to be removed as well, so I do have liballegro4a
installed and liquidwar is depending properly on it.
