Hi,

can you still reproduce this with the latest version from experimental?
And if you can, can you add something like

openvt -c 9 /bin/bash

to one of the very early init scripts and then change to tty9 when it's
hanging and then type systemctl list-jobs so we can figure out which job
is hanging?

Lastly, does it work if you just wait for it to time out? That might
take a few minutes, though.
