Package: arduino-core

Please consider moving files needed for command-line compilation
(makefile or arscons) and documentation from
arduino package to arduino-core package.

These files (non exhaustive list) are not java-related :
    /usr/share/arduino/hardware/arduino/boards.txt
    /usr/share/arduino/lib/version.txt
    /usr/share/arduino/lib/keywords.txt
    /usr/share/arduino/libraries/*
    /usr/share/doc/arduino/*
and needed to compile with arscons and for people who want to
use/develop other arduino ide (I'm writing one in python)
