I'm sorry, I've seen them in templates but never used them myself. I
suggest you ask on an appropriate list, e.g. debian-mentors.

For example the following paragraph:
"The Debian version of mono-apache-server4 includes a mono-server4-update "

The first sentence is very long and it's hard to track:
There is a script which creates a file for apache to do something.
This script can also restart Apache -- when there is a new
configuration file. 

First the script writes a configuration file (so it is new)
but then a restart happens only if a new configuration file is
present?

Then the second sentence starts with "If this is true". Here it is not
obvious what "this" referes to. Also it is not clear, why now the
restart is an option, because the first sentence claims it will be
done if there is a new version of the configuration file.

I'm not sure I'm expressing myself good enough, but I hope you get the
idea, especially for non-native speakers.
