testing/unstable?

I can take this up with upstream if you like but I think they are
unlikely to change it in a stable series (so you'd be looking at
4.4.x).
In 4.2.x at least all you need is:
(echo "# xfce backdrop list" && ls ) >backdrop.list
i.e. the newline at the end doesn't matter.
To be honest, I think you'll just have to live with this format unless
you can persuade upstream that it's important enough to change.
