Yes, reproduces 100% and seems to be unrelated to the actual settings.
Ah, when selecting "Format: Single pictures" it doesn't happen.

Ah, studying the strace output a bit I found
mencoder: relocation error: mencoder: symbol codec_wav_tags, version
LIBAVFORMAT_52 not defined in file libavformat.so.52 with link time reference
in mencoder_err.log below the project directory. This is the output of
mencoder, too, when I just start it on the cmdline.
Looks like a bug in libavformat?! Updating mencoder to the version in
Wheezy (2:1.0~rc4.dfsg1-2) fixes mencoder but not photofilmstrip.
looking further now mencoder_err.log contains:
-lameopts is not an MEncoder option
So photofilmstrip seems to depend on mplayer having support for lame
which is not enabled for Debian's mplayer.
