No. Adding this option does build the package, and results in a libtic.so not
depending on the ncurses library.

I'm not sure (I was only offering advice as the upstream maintainer,
rather than as a Debian packager).
well, this would only affect ncurses internal dependencies?
that's the intent. Though of course, it's a nuisance when reusing
packaging/makefiles from a system which has the library split-up,
onto a system which does not.
