tangogps often ends up leaving some tiles undownloaded. The ~/Maps directory ends up containg zero-sized blabla.png files for those tiles so they dont get re-downloaded later on either.
tangogps is replaced in sid with its fork called 'foxtrotgps'. therefore, please re-try with foxtrotgps from sid or use the foxtrotgps backport[0] for squeeze.
