What is actually the root problem here? You build the native package as multiarch and the 32bit package for amd64 you keep as is. The -dev package will have to conflict (the i386 libv4l-dev conflict lib32v4l-dev) I think because they use the same file location under /usr/include/. Nothing planed yet other than that is has to go and I don't see any way to transition from on to the other. As some point we have to simply tell people to remove ia32-libs and reinstall their 32bit software with multiarch.
