Hello Martin,
There is no bug, your PO file is not complete, it contains only 4
strings but po4a finds 8 translatable strings in the manual page (and
1 string is fuzzy because your PO file contains "release 3.29" and
manual page contains "release 3.32").
$ po4a-updatepo -f man -m termcap-with-error.5 -p termcap-with-error.5.po
........ done.
$ msgfmt -cv termcap-with-error.5.po
3 translated messages, 1 fuzzy translation, 4 untranslated messages.

thank you for your very fast response. The examples were unfortunate,
because I tried to provide a small test case by cutting most of the
original.
Now that I have understood the problem (my fault) I still would appreciate
a diagnostic message. Perhaps something like "po file not up to date at
entry
no $number, please run po4a-updatepo."
And the current error message can be a bit misleading: I believe the number
given for the translation ration actually describes the locations in the
files
leading to the error. Everything behind this point is not necessarily
untranslated
or wrong.
