Package: syslinux
Version: 2:4.04+dfsg-4

Bug #265275 reported that syslinux(1) does not work at all in the absence of the mtools package, but a strict dependency was rejected at that time due to fear of bloat given that the syslinux package at that time installed shared data files. Current syslinux has a separate syslinux-common package for these data files, but mtools is now only a Suggests (!). syslinux(1) remains entirely unusable in the absence of mtools, and the syslinux package currently only contains four binaries and no data files, so the "don't bloat a data files package" argument no longer holds.

Please upgrade mtools to a full dependency or at least a recommends.
