The big question on my mind is: Have you (Gregor) tried multiarch instead of building a 32bit flavour for amd64? Because I would rather spend a day fixing multiarch, if there are any problems with/for v4l stuff, than an hour on ia32-libs. The other problem is that cross compiling only works for amd64 and not for ia64. So those v4l libs would only be usefull for half the ia32-libs archs.
