Having had a side look at python-glpk I guess a good way
to specify the dependencies would be like

build-dependencies:
 mysql-server-core-5.1 (>= 5.1.58),
 mysql-server-core-5.1 (<< 5.1.59)

That way you don't have to repackage for an increment of the Debian only
release number post fix, e.g.
5.1.58_1
5.1.58_2

Only if the upstream release number changes you will need to repackage
handlersocket.
