Uhm, it wasn't something that made sense to forward to Debian until now, since it would have had nearly zero value without the apparmor package existing in Debian. This wasn't a slight against you or debhelper; in fact, it was specifically not forwarded because it would have been a waste of your time to process until now. Additionally, I find your taking of this stance personally insulting, as I'm bringing this patch to you as a fellow Debian developer. You're ignoring me, my package, and the other Debian maintainers who would like to use this feature in their packages. (LaMont Jones and Martin Pitt jump to mind, as other DDs with AppArmor profiles in their packages.) So really, you're ignoring Debian, not Ubuntu.
