Still, please commit it. It doesn't matter if the translation is complete or not, but that translation will be available for update to translators from the i18n coordination pages. Anyway, if a translation is incomplete in a debconf translation, the relevant template will *not* be translated in the said language, so there is really no harm in committing an incomplete translation.
