Syncing didn't resolve this issue.

I ran "lsof |grep '/dev'" immediately at the top of cleanup() but there
is nothing. I had encfs mounted at the same time, I disabled it (just in
case), but that didn't change a thing. What I don't get is where exactly
the error is happening, i.e. where would be the best place to look for
the problem. From the log snippet below it looks like unmounting failed,
but not inside cleanup(). The cleanup code executed immediately afterwards
works just fine.

Stopping OpenBSD Secure Shell server: sshd.
Stopping MD arrays...failed (no MD subsystem loaded).
Finished chroot installation, exiting.
umount: /mnt/debootstrap.19206/dev: device is busy.

         the device is found by lsof(8) or fuser(1))
 * Unmount /mnt/debootstrap.19206
