I'm afraid such homepage or wiki page doesn't exist. I'm not sure what it should contain, because I'm not aware of any current roadmap. Probably http://packages.qa.debian.org/a/apt-file.html is the most comprehensive page of apt-file information that currently exists. Are you looking for any specific information?
